He is survived by: his sons, William Franklin Howard, Jr. (Karen) of Chantilly, Shannon Howard (Michele) of Mechanicsville and Tracy Howard (Kim) of Mechanicsville; his brother David Howard (Genieve) of Germantown; his sister-in-law Page Kidwell of Glen Allen; his nephew Jason Absher of Miami; and his pet Molly. He is also survived by 13 grandchildren, 6 great-grandchildren.
In lieu of flowers, the family requests memorial donations be made in honor of Frank to the American Heart Association.
