He was predeceased by: his parents, John Carter and Lula Hodge Carter; his wife Mildred Carter; and his siblings, John E. Carter, Jr., James M. Carter, Rubena S. Rossley, Betty C. Mitchell, Juanita Whyte and Ivy C. Brown.
He is survived by: his daughters, Janet Bradford (Dwight) of Mitchellville, MD, Sandra Best (Alex) of Bowie, MD, Vickie Vicks of Columbia, MD and Sabrina Carter of Mitchellville, MD; his brothers, Thomas Alfred Carter (Mamie) of Martinsville, VA and J. Leon Carter of Martinsville, VA; his grandchildren, Raymond, Ashley, James, Brandi, Dwight (Brad) and Brandon; and his great grandchildren, James, Elijahn (Johnny), Craig (CJ), Mackenzie, Christian, Harper and Dwight III. He is also survived by nieces, nephews, other relatives and friends.
In accordance with the CDC, a face covering, and social distancing is required.
