He is survived by: his wife Samantha Carter; his children, Chynita A. Belcher (Edward), Victoria F. Carter and William "Bill" Carter (Maranda) of Martinsville, VA; and his siblings, Melvin Carter, Norman Carter (Mary), Claude Carter and Laura McLeod of Cleveland, OH. He is also survived by eight grandchildren; seven great-grandchildren; three great great-grandchildren.
