He was predeceased by: his parents, Elbert Carson Lowery, Sr. and Ethel Horsley Atkins. He is survived by: his daughter Angel Lowery; and his siblings, Phyllis Jane Mendoza, Dora Kay McDonald, Eddie Lee Owens, Thomas Jeff Owens and Elbert Carson Lowery, Jr. (Belinda). He is also survived by seven nephews and five nieces.
