He was predeceased by: his father J. S. Rogers. He is survived by: his wife Debbie Archer Rogers; his daughters, Sherree Tannen, Merle Obregon and Nicolle Franks (David); his grandchildren, Mattie Obregon and Eli Franks (Mary Woodward); his sisters, Peggy King of Advance, NC and Jean Perkins of Charlotte, NC; and his siblings-in-law, Patsy Brickey, Jerry Archer (Dawn), David Archer (Suzanne) and Bill Gullion.

In lieu of flowers, donations may be made to Ebenezer Lutheran Church or the Smyth County Humane Society in memory of Joe.
