He was predeceased by: his parents, Peachie Carter and Barney Carter; his son Junior; and his siblings, Douglas (Lessie) and Arlene Frye (Acy).
He is survived by: his wife Carolyn Rowe Carter; his children, Richard "Dickie" Carter (Sheila) of Rapidan, Ann Rowe of Lousia, Betty Collins (late Dennis) of Culpeper, Tina Rowe, Ricky Rowe and Clyde Rowe (Diana) of Lousia; and his siblings, Sallie Braxton (Warren), Alice Robinson (Glen), Thelma Turner (Glenn), Simuel Washington (Ann) and Strother Washingon (Juanita). He is also survived by great-grandchildren, nieces, and nephews.
Visitation will be held on Monday, March 10th 2025 from 6:00 PM to 8:00 PM at the Preddy Funeral Home (59 Edgewood School Ln, Madison, VA 22727). A funeral service will be held on Tuesday, March 11th 2025 at 12:00 PM at the Preddy Funeral Home Chapel (59 Edgewood School Ln, Madison, VA 22727).
