Payne Jr. (Louisa, Virginia), born in Luray, Virginia, who passed away on November 12, 2019, at the age of 82, leaving to mourn family and friends. He was predeceased by: his parents, Roger W. Payne, Sr. and Virginia Ruth Payne; and his brother Robert J. Payne, Sr.. He is survived by: his wife Nancy D. Payne; his daughters, Connie S. and Stacy A. Payne; his stepdaughters, Tammy McClary (Doug McClary), Kim Binner (Doug Binner) and Pam Giglio (Roy Giglio); and his sisters, Charlotte Kerns-Eaton and Nancy L. Vukovich.
