He is survived by: his wife Novella Bralley Riggins; his daughters, Sherry R. Fleshman (Steve) of Louisa and Lynn R. Baggett (Farrow) of Louisa; his siblings, Roger K. Riggins of Catlett and Joyce R. Cregger of Max Meadows, VA; his son-in-law Greg Wilburn; his grandchildren, Dustin Riggins, Derek Wilburn, Lindsey Bane, Hannah Bane, Amber Payne and LeAnna Fleshman; and his great grandchildren, Laylah Gross, Kyng Waddy and Hunter Payne. He is also survived by other relatives and friends.
