He is survived by: his wife Miraflor Carter (Vancouver); his children, Mark James Carter (Jessica), Cheryl Ann Carter Operé (Peter), Kenneth Anthony Carter (Ashley) and Jerry John Carter (Cathy); and his grandchildren, Ava, Addison, Knox, Abigail, Hudson, Penelope, Trevor, Maksim, Ellie, Maddox and Kennon.
Visitation was held on Monday, November 18th 2024 from 10:00 AM to 11:30 AM at the Johnson Funeral Home and Crematory (31440 Constitution Hwy, Locust Grove, VA 22508). A funeral service was held on Monday, November 18th 2024 from 11:30 AM to 12:30 PM at the same location. A burial was held on Monday, November 18th 2024 from 1:00 PM to 1:30 PM at the Sunset Memorial Gardens (3702 Jefferson Davis Hwy, Fredericksburg, VA 22408).
His service included multiple tours in Vietnam and invaluable contributions to advancing Damage Control and Firefighting capabilities within the Navy.
