He is survived by: his wife Geraldine C. Zuck of Ashburn, VA; his children, Susan Z. Madden (James) of Ridgefield, WA and David A. Zuck (Rebecca) of Richmond, VA; and his granddaughters, Nicole Zuck and Sara Elletson (Madden).

“In a rare lapse of judgment, Al hired me as a lowly GS-7 in 1970. He was one of those rare senior managers who took seriously the task of mentoring junior staff For weeks he would come in on Saturday to meet with the seven newly minted employees to counsel and encourage us. We were paid overtime. Al, of course, was not. He regarded it as a privilege to initiate a new generation of career civil servants. I was privileged to know him. Please accept my condolences.
