He was predeceased by: his parents, Donald Vincent and Ocie Seever Smart. He is survived by: his wife Georgia Diane Barry Smart; his son Colonel Noel Clark Smart (Catherine Burke Smart); his grandchildren, Ryan Seever, Campbell Burke of Lake Ridge, Virginia and Heather Smart Evans (William Henry Evans IV); and his great grandchildren, Madeleine Barry and William Henry V of Blacksburg, VA..

Visitation was held on Friday, November 8th 2024 from 4:00 PM to 6:00 PM at the Currie Funeral Home (116 E Church St, Kilmarnock, VA 22482). A funeral service was held on Saturday, November 9th 2024 at 1:00 PM at the Bethel United Methodist Church (142 Old Bethel Rd, Lancaster, VA 22507).

In lieu of flowers, please make donations to the Upper Lancaster Community Food Pantry, Mary Ball Place, Lancaster, Virginia, 22503.
