He was loved and cherished by many people including: his parents, Clarence E. Carter and Edna M. Carter (Davis); his children, Patricia Daniel of Boydton, Sheriff Timothy C. Carter (Karen) of Shenandoah County, Jay C. Carter of Crawfordville and Jessica V. Carter of Baltimore, Maryland; his grandchildren, Jamie Upton (Daniel), Kelly Daniel, Mona Carter, Kurt Carter and Kyle Carter; and his brother Wayne E. Carter (Ann) of Roanoke, Virginia.. He was also cherished by six great-grandchildren.
Graveside services will be held on Monday, November 2, 2020 at 11 a. m. at the Kenbridge Heights Cemetery; the family asks that all persons attending wear face masks and practice social distancing.
