She was predeceased by: her husband Jimmie Hoyt Carroll; her parents, Baron Maxwell Minter and Irene Sapp Minter; and her siblings, Joanne Rivers, Lawrence and Robert "Butch" Minter.

She is survived by: her children, Jimmy H. Carroll, Jr., Charlene Robin Carroll (Jessie) and Beverly Carroll Ferguson (Matt); her sister Louise Buchanan (Christian); her sisters-in-law, Elizabeth Minter and Kathy Minter; and her grandchildren, Mandie Jacobs (Matt), Travis Carroll, Mason Ferguson and McCoy Ferguson. She is also survived by many nieces, nephews, cousins and dear friends.

In lieu of flowers memorial donations may be made in Joyce's memory to the Chesapeake Bay Foundation.
