He was predeceased by: his mother Thelma Austin Mann; his former wife Patricia Hensley Phillips; his wife Elene Ray Phillips; his son Tim Phillips; and his sisters, Peggy Marshall, Joyce Woods and Judy Mann.
He is survived by: his children, Ralph "Bo" Phillips (Kim) of Bristol and Brenda Phillips (Allan Carter) of Bristol, Virginia; and his sister Shirley Phillips of Dandridge, Tennessee. He is also survived by seven grandchildren, ten great-grandchildren and several nieces and nephews.
