He was predeceased by: his wife Ida Conklin Carter; and his grandson Hubbard Ashburn Davis, II. He is survived by: his parents, Milton J. Carter, Sr. and Ealise Brown Carter; his children, Brenda Welborn (Richard Welborn) of Virginia Beach, Darlene Griffith (David Griffith) of Emmerton and Barry Carter of Heathsville; and his sister Barbara Cox of Chesapeake, VA. He is also survived by five grandchildren and seven great-grandchildren.
