He was predeceased by: his wife Mary Louise Insley; his parents, Gilbert Insley and Alice Insley; and his siblings, David James Insley (Shirley), Charles Michael Insley, Sidney Lee Insley (Loretta), Alice Mae Firth, Emily Forrest (Thomas), Jane Babb and Paulette Evans (Wayne).
He is survived by: his children, Millicent Freeman, Boris Billups (Jackie), Anthony Billups (Cassandra), Danny Billups, Herbert Billups (Gwen) and Elderd Acklin; and his brother Tommy D. Insley (Joan). He is also survived by grand children and many great-grandchildren.
