He was predeceased by: his parents, James M. Neel, Sr. and Evelyn Brown Neel Mathews; his wife Dixie Lee Farmer Neel; and his son Stephen D. Neel, Sr.. He is survived by: his son James M. Neel, II (Jay) of Hampton. He is also survived by 8 grandchildren; 10 great-grandchildren; and a host of extended family and friends.
