It is with great sadness that we announce the death of Billie Jean Wheless Neil of Hampton, Virginia, who passed away on September 20, 2022, at the age of 86, leaving to mourn family and friends. She was loved and cherished by many people including: her parents, William Taft and Naomi Yeargin Wheless; her husband Richard E. Neil; her brother Robert S. "Bobby" Wheless; her close friend Bob Lester; her children, Debra Neil Akers and Richard E. "Dick" Neil, Jr.; her sister Ann W. Wilson; her grandchildren, Jake R. Akers (Taylor), Joshua Davies, Andrew S. "Drew" Akers and Loreigh B. Akers (Grant Tate); her great grandchild Naomi James Akers; and her pet Bella.
