He was predeceased by: his parents, Ira Gentry Waters and Rebecca Mullins Waters; his wife Mary Lou Hackney Waters; and his siblings, Helen Deel, Raymond and Clyde Waters.
He is survived by: his children, Jeannine Gibson (Harold) of Grundy, VA, Sonya Lee Keen (Robert) of Marvin, VA, Hettie Lanett Keen (Joseph) of Marvin, VA, Nicole Davis (Adam) of Shortts Gap, VA and Barry Edward Waters (Alicia) of Bristol, VA; his sister Emma Jean Ramey of Grundy, VA.; his grandchildren, Sherry Keen (Justin), Barry Lee Waters, Orion Waters, Caleb Keen, Luke Keen, Joseph Keen, Brandon Davis and Ashleigh Davis; and his great grandchildren, Emily StClair, Aubrey Keen, Remington Stiltner and Avery Keen.
