He is survived by: his wife Wanda Stallings Outten; his sons, Otho Christian Outten (Leigh-Anne) of Summerville, SC and John Franklin Outten (Dawn) of Williamsport, PA; his grandchildren, David Christopher Outten, Caleb Daniel Outten, Kylie Autumn Outten and Madison Elise Outten; and his siblings, Frances Wyatt of Exmore, Miriam Holland of Pocomoke and Frederick Outten (Claire) of Covington, KY..
