She was predeceased by: her parents, Richard Phelps and Mary Powell Phelps; her husband Frank O. Millner; and her son Paul Burnett, Jr.. She is survived by: her daughters, Laurie Lawrance (Duck), Rebecca Morris and Cynthia Burnett. She is also survived by seven grandchildren; 15 great-grandchildren; and one great-great-grandchild.
A graveside service was held on Tuesday, February 4th 2025 at 1:00 PM at the Fort Hill Memorial Park (5196 Fort Ave, Lynchburg, VA 24502).
In lieu of flowers, the family requests that memorial contributions be made to help with their needs during this difficult time.
