He was predeceased by: his parents, Wilbur Haywood and Clara Lee McMinis Oakes; his long-time love Norma Jean Oakes; and his siblings, Troy "Ikey" Oakes, Ronald "Butch" Oakes, Betty Radomski and Jean Witteveen.
He is survived by: his children, Kyle Wayne Oakes of Front Royal, Debi O. Foster of Browntown and Jody Oakes Mathias of Front Royal. He is also survived by nine grandchildren; eight great-grandchildren and numerous nieces and nephews.
