He was loved and cherished by many people including: his parents, Irvin Highland and Hazel Marie Caulk Welch; his wife Mary Ellen Welch; his children, John "Mickey" Welch (Lisa) of Nashville, Tennessee, Diane Santmyers (Donald Santmyers, Jr.) of Front Royal and Karen Williams (Jared) of Front Royal; his siblings, Christine Welch of Herndon and Robert Irvin Welch (Denese) of Jamestown; and his grandchildren, Kacey Stives, Ethan Welch, Kiersten Stives, Kaitlyn Welch, Ryan Williams and Gage Williams. He was also cherished by his family and friends.
