He was predeceased by: his wife Pat; his son James Blackford Higgs; and his brother William D. Higgs. He is survived by: his daughters, Deborah A. Higgs of Alexandria and Cynthia L. Higgs of Fishersville; his siblings, Edward B., John R. Higgs and Brooke Higgs Deacon; his grandchildren, Brian, John Coakley, Jonathan and Audrey Fulk; and his great grandchild Phoenix Coakley.
