He is survived by: his wife Sandra Fullen Higgs; his stepson Travis Baker; his sisters-in-law, Laura Higgs of Cambridge, MD and Peggy Houchins of Martinsburg, WV; his nieces, Ami Parks (Doug) and Kari Rood (Bryan); his grandchildren, Mallory Baker of Parkersburg, WV and Seth Baker of Lewisburg, WV; and his great-nieces and great-nephews, Sierra Parks, Canin Parks, Mackenzie Rood and Ashby Rood.
