He was predeceased by: his parents, Lemuel Bart "L. B." and Ella Osborne. He is survived by: his wife Joyce Evelyn Osborne (Carter); and his siblings, Evelyn Osborne Hawkins, Fred, Stuart, Paul Osborne, Ruth Osborne Watts of Portsmouth, VA and Helen Osborne Smith of Portsmouth, VA. He is also survived by several nieces, nephews, and friends.
