He was predeceased by: his parents, Glen Osborne and Burtis Osborne; and his brother Stephen David Osborne. He is survived by: his wife Margaret Banner Osborne; his children, Monica Ball (Marc) and Luke Osborne (April); his grandchildren, Jenna Brooke Ball and Phillip Rece Osborne; his siblings, Kathryn Asbury (David) and Alan Osborne (Bernita); his nieces and nephews, Allison Scanlan (Kyle), Laura Kathryn Patrick (Aaron), Amber Middleton (John), Taylor Banner, Jordan Summers (Eric), David Osborne, Issac Asbury (Tara) and Coaley Townes; and his brothers, Sammy Banner (Lois), Chuck Banner (Paula) and Kim Banner Osborne (Dave).

Following the COVID-19 restrictions set forth by the Governor of Virginia on face-covering requirements and social distancing, Funeral Services for Phillip G. Osborne will be conducted at 7:00 p. m. Friday, September 18, 2020, at Dungannon United Methodist Church in Dungannon, Virginia with Rev. Jackie McGowan and Dr. Todd Cassel officiating.
