He was predeceased by: his parents, Estell Carter and Adline Cline Carter; his wife Anna Lee Cook Carter; his daughter Lee Ann Ward; and his sister Cassandra Sue Carter.
He is survived by: his son Steven Carter (Donna) of Lebanon, VA; his grandchildren, Jonathan Matthew Carter of Bristol, TN, Matthew Hollaway of Okalhoma City, OK and Diana Guinn of Chattanooga, TN; his great grandchild Carter Guinn; his brother Teddy Carter (Blonnie) of Gilbert, WV; and his cousin Truby Abbott. He is also survived by several nieces and nephews.
