He is survived by: his wife Hazel Virginia Rhudy Phillips; his son Charles F. "Frankie" Phillips, Jr. (Amy) of Blountville, TN; his siblings, James Walter Phillips, Jr. (Lillian) of Bluff City, TN, Sally Elizabeth Rhudy of Damascus, VA and Helen Mary Holden (Bill) of Elizabethton, TN; his grandchildren, Katlin Phillips and Casey Brooke Eaton (David); and his great grandchildren, Raelynn Stiltner, Guinevere Eaton and Finnian Eaton. He is also survived by several nieces and nephews.
