He was loved and cherished by many people including: his children, Brandie Carter of Crewe, Virginia and John Carter (Juliana Cammarata) of Portsmouth; his grandson Desmond Zelaya; his parents, Thomas F. Carter, Jr. and Sara Carr Carter; his siblings, Dana C. Rountree (William) of Suffolk, Karen C. Dunn (Jim Peele) of Suffolk, Brett Carter (Michele) of Suffolk and Julie C. Griggs (John) of Franklin; and his wife Susan Holley Carter.
Social distancing will be observed, and seating may be limited.
