He was predeceased by: his parents, James L. Phelps and Margaret Carter Phelps; his wife Anna M. Phelps; and his sisters, Betty Lou Redford, Margaret L. Redford and Brenda P. Godsey.
He is survived by: his daughter Deborah Tate (Brian); his grandsons, Adam and Drew Tate; and his sister JoAnn Phelps Payne (Mike). He is also survived by numerous nieces & nephews.
