She was predeceased by: her parents, Rev. Henry Bailey and Mabel Massey Bailey; her former husband William "Bill" Carter; her husband Vernon E. Quantz; her daughter Janet Melvin; her grandson Scottie Melvin; and her son-in-law Dale Lowry, Sr..
She is survived by: her children, Billie Jean Carter of Covington, Dolly C. Lowry of Covington, Barbara Shifflett (Bob) of Covington and W. F. Carter (Alicia) of Covington; her grandchildren, Randy Melvin (Amy) of Covington, Justin Shifflett (Nicole) of Covington, Dale Lowry, Jr. (Holly) of Covington, Brian Melvin of Covington, Josh Carter of Covington, Whitney Carter of Covington and Anthony Lowry (Nikki) of Covington; her brother Ray Bailey; and her son-in-law Scott Melvin. She is also survived by thirteen great-grandchildren; three great-great-grandchildren.
