She was predeceased by: her husbands, Noble E. Lowery and John P. Negra; and her siblings, Mary Bell Epps, Phyllis Mastin, Junior Seay, Jim Seay, Lloyd Seay and George Seay.
She is survived by: her children, Patricia M. Cowell (Bob), John E. Mitchell, Jr. (Barbara) and Jerry D. Mitchell; her grandchildren, D. Burton Crabtree, Shannon T. Crabtree (Carla), Robert B. Cowell, Jr. (Kristin), Heather C. Mitchell and Hunter E. Mitchell (Amanda); her great grandchildren, Branden Crabtree, Zachary Crabtree, Cameron Crabtree, Camden Crabtree, Caroline Crabtree, Kinsley Cowell and Rylen Cowell; and her siblings, Jane Chenault, Clara Cauley, Aubrey Seay, Walter Seay, Ernest Seay and Gayle Seay.
Frances will be laid to rest in Concord Baptist Church cemetery with private services due to COVID-19 safety precautions.
