He was predeceased by: his parents, Roscoe Hubbard Downey and Dorothy Payne Downey; and his sisters, Margaret "Carol" Clark and Nancy Little. He is survived by: his sisters, Roxie Downey of Covington, Robin Rickett (Carey) of Covington and Mary Jane Anderson (Kevin) of Fincastle; and his brother-in-law Charles Little of Clifton Forge. He is also survived by nieces and nephews.
