He was predeceased by: his parents, Homer Thomas, Sr. and Mary Alice Blackwell (Weaver); his brother Fred W. Blackwell; and his father-in-law Herman H. Breeden. He is survived by: his wife Deborah E. Blackwell (Breeden); his children, Frank Scott Blackwell and Brandi M. Wilcher (Casey) of Churchville; his grandchildren, Kayley Parrish, Adella Wilcher, Lynlee Wilcher and Brentlee Blackwell of Churchville; his siblings, Homer T. Blackwell (Nancy) of Waynesboro, Edward L. Blackwell (Glenda) of Churchville, Leonard Harris (Phyllis) of Missouri and Bettie E. Smith of Churchville; his sister-in-law Lisa L. Blackwell of Churchville; his mother-in-law Nancy M. Breeden of Verona; and his siblings-in-law, Steven H. Breeden of Verona and Rita K. Shifflett (Norman) of Stuarts Draft. He is also survived by several nieces, nephews, grandnieces, and grandnephews.
