He was predeceased by : his father Fred Andrew Mitchell, Sr.; his wife Elaine H. Mitchell; his son Tony Rey Mitchell Rosario; and his siblings, John Mitchell (Margie), Iris Fowlkes (Latney) and Kitty Napier (Phil).

He is survived by : his children, Jerry Encarnacion (Mary), Chris Encarnacion (Scott), Dee Rosario (Robyn), Joe Rosario (Chrissy), Terry Rosario, Alexa Lucas (Chris) and Cissy Rosario; his grandchildren, Joshua Encarnacion, Jacob Encarnacion (Alayah), Matt Clark, Olivia Horner (Ben), Danielle Rosario and Brandon Azinger; his great grandchild Asuka Encarnacion; and his niece Linda Monticello. He is also survived by cousins, nieces, and nephews.

A graveside service was held on Wednesday, July 3rd 2024 at 11:00 AM at the Mitchell Family Cemetery (1440 Mitchell Rd, Chatham, VA 24531).
