He was predeceased by: his parents, Phillip Segar Franklin and Myrtle Hortense Franklin; his sister Mildred Rebrick; and his wife Mabel Dameron Franklin. He is survived by: his children, Mary Beth Lowery (Michael), Robert D. Franklin and Paul B. Franklin (Becket); his grandchildren, Rebecca Kim (Dan), Christopher Lowery (Caitlin), Paul Lowery (Julie), Tyler Franklin (Corbin), Josh Franklin (Caitlin), Rachel Neal (Taylor), Paul B. Franklin, Jr. (Kathryn) and Henry Franklin; his great grandchildren, Matthew, Samuel, Nate, Teagan, Pierce, Hudson, Harper, Virginia Rose, Larkin, Reagan and Cameron; his sisters, Evelyn Gayle, Phyllis Dishman and Josephine King; and his sisters-in-law, Anne Finnegan (Dan) and Frances Dameron.
