He was predeceased by: his parents, Edmund Locke and Emma Locke; his former wife Lucy L. Locke; his granddaughter Sherry Flagg; and his siblings, Thomas Locke and Mary Ann Thomas.
He is survived by: his wife Deborah "Debbie" Anderson-Locke; his children, Donald F. Owens, Kenneth W. Locke and Nancy L. Flagg; and his siblings, Nelson Locke, Leroy Locke, Ray Locke, Helen Russell, Barbara "Bobby" Kerr and Jeanie Riley.
