He was predeceased by: his parents, Edward Turpin Phillips, Jr. and Betty Joyce Phillips (Jamison); his son Matthew Steven Phillips; his brothers, E. T. Phillips, III and Stuart Brillhart Phillips; and his brother-in-law Michael J. O'Donnell.
He is survived by: his wife Julie Ann Phillips (O'Donnell) of Cape Charles; his son Aaron Christopher Phillips (Alyssa) of Gloucester, VA; his stepson Phillip Markham Delsignore (Rachel); his grandson Bradley Ryan Phillips of Gloucester; his mother-in-law Ellen A. Moore of Cape Charles; and his brothers, David Miles Phillips, Robert Lewis Phillips and Raymond Todd Phillips. He is also survived by numerous aunts, uncles, cousins, nephews, nieces and great-nieces.
The family has requested in lieu of flowers that remembrances be made in the form of contributions to the American Diabetes Association, PO Box 7023, Merrifield, VA 22116-7023 in honor of Dan's son who passed in 2016 or Cape Charles Rescue Squad, PO Box 3009, Cheriton, VA 23316 who provided spectacular assistance and care.
