He was predeceased by: his parents, Joseph Luther and Susan Cross Phipps; and his siblings, Martha Estelle and Harold Clarence Phipps. He is survived by: his wife Mary Lee Dishner Phipps; his son Don Phipps; his siblings, Minnie Mae Carr and Paul Phipps; and his grandson Andrew Phipps.
