He was predeceased by: his parents, Paul Louis and Marjorie Lemke Phelan. He is survived by: his wife Cecelia Kramer Phelan; his children, Rita, Andrew (Johanna), Veronica Grimes (Jeff) and Daniel; his siblings, Jerry Holmes, Hank, Peggy Anderson and John (Terri); and his granddaughters, Madeleine, Ella, Maureen Grimes and Celia Phelan. He is also survived by nieces, nephews, cousins, and in-laws.

In lieu of flowers, memorial contributions may be made to the Blessed Sacrament Food Pantry.
