He was predeceased by: his parents, Carl Thomas Tolley and Viola Clements Tolley of Virginia; his former wife Betty Jean Bridgeman Tolley; his siblings, Carl Edward Tolley, Larry Wayne Tolley and Wanda Gale Bell; and his great grandchild Justin Allen Smith.
He is survived by: his children, Richard "Rich" Lee Tolley, Jr. and Juanita Faye Smith; his fiancée Rosalie Terry; his siblings, Shirley Garrett (John), Barbara Lynch (James) and Michael Tolley (Ginger); his grandsons, Charles Allen Smith, Jr. (Kelsey), Blake Aaron Smith and Dylan Austin Smith; and his great grandchildren, Justin Smith, Aidan Smith, Maddy Smith, Mason Smith and Kyra Smith. He is also survived by 5 great-grandchildren; numerous other family members.
