He was predeceased by: his father Cecil Hilton Rowell. He is survived by: his mother Martha Jo Bullard Rowell of Bedford; his wife Diane Failor Rowell, MD; his children, Joseph Rowell, Jr. and Leah Franks; his child-in-law Jerry; his son Robert Rowell (Darcy); his grandchildren, Noah, Katelynn, Elijah, Karly and Alex; and his siblings, Louise Mabry (Richard), Frank Rowell (Connie) and Jon Rowell (Karen). He is also survived by his family, being a loving father and grandfather.
