He was predeceased by: his parents, William Carter and Rosella Carter. He is survived by: his girlfriend Bonnie Moess; his children, William Sterling Carter, Jr. (Lisa), Billie Jo Coons (Jesse), Jenny Sanchez and Cory Carter (Amanda); his grandchildren, Lauren Barlie (Brandon), Seth Carter, Austin Licklider, Brianna Hawkins, Anthony Sanchez, Brianna Sanchez, Cory Griffin, Kyra Griffin, Chase Carter, Ryker Carter and Lillian Carter; his daughter Kathy Jo Carter; and his siblings, Doug (Pat), Pat (Jimmy), Joyce, Scotty (Helen), Kathy (Dennis) and Brenda (Jeff). He is also survived by nieces, nephews, extended family.
Visitation will be held on Sunday, January 26th 2025 from 4:00 PM to 6:00 PM at the Found and Sons Funeral Chapels & Cremation Service (850 Sperryville Pike, Culpeper, VA 22701). A funeral service will be held on Monday, January 27th 2025 at 1:00 PM at the same location. A burial will be held on Monday, January 27th 2025 at 2:00 PM at the Culpeper National Cemetery (501 E Chandler St, Culpeper, VA 22701).
