He is survived by: his wife Linda Carter; his children, Brian Carter (Ruthy Riffey), Scott Carter, Kelli (Ronnie Hash), April (John Hill) and Melvin Frizzell; his siblings, David (Doris Carter), Chester Carter, June Burcham, Lola, Nina Reece and Carolyn Russell; his grandchildren, Nathaniel Alexander, Maylea Hash, Olivia Hash, Cady Smith, Lee, Kimberly Riffey, Ahliyah Riffey, Kimberli Smith and Jacob Cox; and his caregiver Angela Hawks.
