He is survived by: his daughter Kathy Lester (Jeffery) of Mt. Juliet, TN; his brothers, Dewey Milligan of Chesapeake, James Milligan of Bells Island, NC and Norman Milligan of Richmond; and his grandsons, Richard Lester, Christopher Lester of Mt. Juliet and Robert Milligan of Williamsburg.
