He is survived by: his parents, Frank E. Owens and Evelyn C. Owens of Ashburn, VA; his siblings, James Owens of Leesburg, VA, Catherine Bischof (Tom) of Yorktown, VA and Sue Dowling (Brian) of Leesburg, VA.; his nieces, Tori Gelbert (Wade), Kellie Lovely (Keith) and Danielle Dowling; his nephew Ty Owens (Elizabeth); his great-niece Audrey Gelbert; and his great-nephews, Aidan Gelbert and Levi Lovely.
