He is survived by: his wife Nancy Cook Payne; his sister Carolyn Payne Day of Arlington, VA; and his sons, Christopher Dessau Payne of Atlanta, GA and Matthew McFarlin Payne of Alexandria, VA. He is also survived by 4 grandchildren.
