He was predeceased by: his wife Jeanine; his sons, Randy (Connie Carter) and Jeff Carter; his granddaughter Kimberly Carter; and his parents, Reuben Carter and Marinda Carter.
He is survived by: his siblings, Grove Carter, Dan Carter, Rowene Knapp, Verna Taylor and Cathlene Caras; his sons, Clair Carter (Cindy) and Marc Carter (Pat Carter) of Payson; and his siblings, Iona Spainhower, Mac Carter and Curtis Carter. He is also survived by 16 grandchildren, 32 great grandchildren and 1 great- great grandchild.
