He was predeceased by: his parents, Roy Carter and Mildred Shirley Carter (Fullmer); and his significant other Glenna Dee Grandy. He is survived by: his children, DeAnn Rappleye (Jeff) and James Carter (Shawnna); and his grandchildren, Jamie Johnson, Christine Poole, Curt Houghton (Kelly), Rachel Francks-Houghton and Danielle Stiglitch. He is also survived by 11 great-grandchildren, and one great-great-grandchild.
